3600的消費卷是要幹什麼？
每一次，馬先生用英語演說時或是接受外賓訪問時，伴隨而來的，就可能有新的政策宣示。1118的的這一天，也不例外，上午在臺北出席『經濟學人』舉辦的臺灣政商圓桌會議 ，就預告了「消費卷」，除了這三字外，其他全程都用英語演說。雖然『經濟學人』預測台灣在2009的經濟成長只有1.3%，比起其他有說是負的，算是比較樂觀的。馬先生也不忌諱，一臉喜孜孜的，好像說出了「消費卷」三字，像是媲美美國小羅斯福的「新政」，做出福國利民的大政策，人民說什麼也要感恩戴德才是？！這樣說不會太噁心？
到了下午1時10分，上官鼎說出了「消費卷」的政策：『消費券發放以個人為對象，不分年齡，只要是中華民國國民，都是消費券的發放對象；每個人額度是3600元，若以每戶平均3.01人計算，每戶可領1萬餘元。...預計可提升明年經濟成長率0.64％。 』而這樣的發放需要金額829億元 ！資金的來源反正是羊毛出在羊身上，到時政府舉債，人民繳稅買單！
花829億元就可以創造經濟成長率0.64％，那自520損失的12兆台股市值，這樣的金額，請問聰明的九劉政府，能創造多少經濟成長率？就考慮九劉政權計畫的「愛台12項建設」，不是要花4兆，看看每人平均要負擔的金額
4兆/2300萬人 =17萬3913/人！平均每個家庭負擔52萬！
原來九劉政府補的3600的消費卷，連補這金額的零頭都不到！更別說到時，因為跟中國有「緊密的經貿安排」 CEPA或是CECA，找中國包商來台施工，以中國聞名遐邇的「豆腐渣工程」，台灣到時所損失的，恐怕不是金錢而已！
每人3600的消費卷能做什麼？日本在1999發 消費卷失敗的經驗九劉政權難道不知？如果是在選舉，這應該很好用？！如果是在民怨稍起之際，這也可能有緩和作用？！如果在這利多消息釋出後，馬上做民調， 也應該有作用的？！馬先生會笑，不是沒有原因的！但這如果是在整個社會、經濟在重大變化之際所做，不會是杯水車薪？反而會有反作用？
在五個月前，如果當時九劉政權就發3600的消費卷，當時台灣的經濟還沒今天這麼慘，這或許還有經濟正向的作用。如果有人問筆者拿了這3600的消費卷做什麼？為了下一代，筆者會買經SGS等級三聚氰胺零檢測的奶粉，好好地撫育下一代，不讓變成「好騙難教」！

it's always hilarious when the DPP supporters come and try to blame KMT for 1) DPP's past wrong guidance and crappy policies 2) something that's worldwide and not just limited to Taiwan. I especially love the misinformation that the original poster hinted about how KMT should be responsible for the crash in the stock market. All I can say is..WOW...what a load of bull! And trying to point out that Japan did this a few years ago and backfired? How about pointing something that's more recent, like the stimulus package that the U.S had a few months back?
